Consumer policy is a policy that regulates all things about consumerism, both in terms of consumer goods and capital goods. Some of the things discussed were consumer rights, responsibilities of producers and sellers, and all things that are indeed regulated so that the market can run well so that the health, safety and welfare of the community can be guaranteed.
Everything related to consumer policy must relate to stakeholders, especially the government which regulates state laws. Anything that is regulated by the state is certainly in the form of intervention to various parties, be it companies or consumers, but that is law, which means to force or suppress, this is done to anticipate unwanted things such as marketplace abuses, market failures, unsafe products or services, and others. For example, in Indonesia, the trade government has decided not to allow anyone to buy luxury goods abroad, and if they buy luxury goods from abroad, they are required to pay excise duty and taxes upon arrival at Indonesian airports. This is done so that the economic cycle in Indonesia runs and money that should be able to enter the country's economy does not run to the economies of other countries.
Vicious circle of growth is a circle of bad events in an economy that makes economic growth decline. For example, the structural poverty experienced by middle and lower class people, their problems do not only stop at one generation, but more than that their poverty will affect their children who do not get an education as good as those who have middle and upper parents.This makes the children of the lower middle class as a percentage poorer as an adult compared to the upper middle class children.
As for the theory of consumption, it is a consumer choice behavior consisting of several factors, namely functional value, conditional value, social value, emotional value, and epistemic value. These things depart from responsible consumerism aimed at beneficial, no harm, ends not means, value, unity, peace, and prosperity.
Affluent consumption is a picture of the average consumption of each person in the population. The thing that can be used as a consumption standard is GDP per capita which is calculated from the number of production figures and sales figures, if the production figures and sales figures increase then GDP per capita will increase, and if they are low then GDP per capita will also fall. Affluent consumption itself is divided into 2, namely simple consumption and complex consumption, of which simple consumption is divided into three, namely necessary consumption, elaborated consumption, and indulgent consumption, while complex consumption is divided into three namely affluent consumption, conspiscious consumption, and symbolic consumption.
A very contemporary issue in consumer policy and can be closely related to Islam is buying and selling by means of dropship, this is because dropship can be categorized into Gharar. This was said by the Prophet Muhammad Shallalahu Alaihi Wa Sallam "Do not sell fish that are still in the water, because it is gharar." (Narrated by Ahmad bin Hanbal).
In the context of dropshipping, sellers advertise goods that are actually not owned or produced by them. In contrast to pre-orders, where the seller sells the products they actually produce, while dropshippers sell products that they don't necessarily get from the manufacturer or not, but they have marketed it to the public. Therefore, many Islamic scholars prohibit the dropshipping sales system and I think it is important for the government to regulate it into consumer policy.
